The module objective of SKYE II aims to improve the access to the labour market of current and future trainees and job seekers in the selected states of Enugu, Plateau and Lagos State. Module objective indicator 1 highlights that 8 measures which promote employment have emerged from dialogue forums of relevant actors in vocational education and training and employment promotion at federal or national level, have been implemented, 2 of them for the promotion of women. The contract contributes on developing measures to promote gender responsive systems and inclusion of women in TVET and employment opportunities, particularly in emerging sectors like the digital economy, green economy, creative industries, and hospitality. Tasks include developing (consolidations and writing) inclusive gender-responsive policy documents and validating the Policy through stakeholder workshops. Implementation and sustainability strategies will also be provided to partners. 1. Domesticating a Gender Responsive Planning and Budgeting (GRPB) Framework in Enugu, Plateau, and Lagos States. Key deliverables include: ? Conducting stakeholder consultations, consultative workshops, and validation workshops with partners including but not limited to ministries 2. Budget Circular Summit in Enugu, Plateau, and Lagos ? Bilateral stakeholder consultations, consultative workshops for gender responsive planning and budgeting, validation workshops, framework documents ? GRB summit 3. Green Economy Dialogues to foster innovation and learning ? Designing,organising and facilitating high level regional dialogues between the private, public and civil society actors, involving women and youth in TVET, to support employment promotion, skills development and private sector collaboration ? Aligning green economy dialogues to follow different need-based thematic areas in the various regions, for instance, eco-tourism, green construction 4. Capacity Development for Public and Private Sector Actors ? targeted capacity development trainings and technical support to foster sustainable and systemic change with a focus on the topics of green economy and gender responsive planning Duration: November 2026 - July 2028
