2024– 2028 Framework for Integrated Design Consultancy Services for (a) Energy Retrofitting Programme and (b) Other Capital Works Projects in ETB Schools, FET Centres and DoE Schools

Waterford and Wexford Education & Training Board (WWETB) on behalf of the 16 education and training boards (Framework Clients) and the Department of Education (DoE) seek applicants for an Integrated Design Team (IDT) Framework to support the delivery of energy retrofitting and other non energy related Capital Works projects funded by both Departments. One objective of this framework is to implement a range of energy efficiency and decarbonisation measures in DoE and ETB buildings within the next four years. These services are required to assist in the delivery of refurbishment works and other works to support the Climate Action agenda. Support services required: - Architects - Civil and Structural Engineers - Services Engineers (Mechanical and Electrical) - Quantity Surveyors - Project Supervisors Design Process (PSDP) It is anticipated that a formal RFT seeking applications in connection with these Frameworks will issue in Q1 2025. Project Values: Type1(<€1m), Type 2a (€1m - €3m) & Type 2b (€3m - €10m) The Notional Budget for this Programme of Works is €60m to €180m (incl. Vat & Fees). The Total Multi-supplier Framework Value is between €9m to €27m (excl. VAT) Description of the procurement: In regard of this service, the appointed Integrated Design Teams will support ETBs and DoE in the provision of full design service in all aspects of design, planning, project cost management, procurement, environmental, construction management, administration and final certification- Stages 1 Preliminary Design to Stage 5 Handover of Works. A Project seminar will be organized for w/c 23.09.2024 to outline a summary of Project scope and procurement strategy. Interested parties are required to submit an expression of interest to attend the seminar by email to etenderresponses@wwetb.ie for inclusion in our official list of attendees. At application stage applicants will be required to submit a completed DoE-QC1 Suitability Assessment Declaration together with evidence of previous projects indicating relevant experience. Based on the information provided and criteria, applicant submissions will be evaluated, and successful applicants will be included on the framework panels. It is envisaged to have three panels: - Type 1: including 20 framework IDTs - Type 2a: including 15 framework IDTs - Type 2b: including 10 framework IDTs
