2025 Prequalification for a competition for the procurement of MOM software for technical operations in Trondheim municipality - phase 1

Trondheim municipality, c/o Trondheim city operations, invites tenderers to a competition for the delivery of ICT tools for management, operation and maintenance (MOM tools) for technical operations in Trondheim municipality. Further information on the procurement is in the tender documentation. The competition has previously been published under the title; "2024 Procurement of MOM software for technical operation in Trondheim municipality" with case number 2024/29564. The contracting authority cancelled this competition on 17 December 2024, when the contracting authority decided that the competition was not sufficiently clarified and this could affect the competition. With this re-publication of the competition, the contracting authority has chosen to change the procurement procedure to a competition with negotiations. The selection of the procedure is justified based on the uncertainties from the previous competition and the contracting authority finds it difficult to design the requirement specifications sufficiently precise. We therefore see a need for dialogue and clarification with potential suppliers in order to now ensure a good competition. The contracting authority has attached an alteration log to describe the changes that have been made in the competition documents. The competition is divided into two stages with a prequalification phase as the first phase and then a tender phase for qualified tenderers.
