3 GW Offshore Wind Farms - Denmark

The Danish Energy Agency hereby wish to inform the market about the upcoming procurement procedures for 3 GW offshore wind farms in Denmark. The upcoming procurement procedures concern the establishment of three (3) new large-scale offshore wind farms and the procurement procedures will be largely based on the terms and conditions stated in the procurement material for the procurement procedures of 6 GW offshore wind farms, where no bids were received on the North Sea I sites in December 2024. Since December thorough analyses have been made based on dialogues with the market in December 2024 and January 2025 to support the political decision to determine which changes could be made to the procurement procedures to ensure market participation in a potential retender. Pursuant to the political agreement about the retender, dated 19. May 2025, the original procurement procedures have been amended to reflect changes for example to the amount of sites tendered out simultaneously and the timeline, both regarding the procurement process and the construction process of the offshore wind farm, the minimum requirements for eligibility, the payment structure, constituting subsidy through a capability-based Contract for Difference (CfD), and the sanction regime. The tentative timeline for these new upcoming procurement procedures will follow the political agreement about the retender, dated 19. As soon as possible, expectedly by the end of May/beginning of June 2025 a market dialogue will be initiated, by a new and separate notice published through Tenders Electronic Daily (TED). The market dialogue will be initiated in two steps. The first step concerns a report regarding the proposed method for collecting relevant data and estimating potential production in a capability-based two-way Contract for Difference (CfD) scheme for the new procurement procedures of 3 GW offshore windfarms, which is accompanied by a questionnaire for the participants in the market dialogue and published by the DEA, when the market dialogue is initiated. The second step concerns the draft procurement material as a whole, and it will be initiated by the DEA through the "Messages"-module in EU Supply. The second step of the market dialogue will be conducted expectedly during June/July-August. Expectedly in autumn 2025 the procurement procedures of the 3 GW offshore wind farms, hereunder the procurement procedures of North Sea I, Mid, North Sea I, South, and Hesselø will be published, expectedly with a tender submission deadline 6 months after the publication, i.e. spring 2026 for the procurement procedures of North Sea I, Mid and Hesselø, and expectedly by autumn 2027 for the procurement procedure of North Sea I, South. The two (2) Offshore windfarms with tender submission deadline in spring 2026, North Sea I, Mid, and Hesselø, are expected to have a deadline for operation in 2032, where the final site with tender submission deadline in autumn 2027, North Sea I, South, will have a deadline for operation in 2033.
