The objective of the present tender is to implement the second output of the BMZ financed project "Fostering climate resilience through the governance of natural resources in Tunisia" and reach its indicators, focusing on the improvement of employment and income opportunities for target groups in the water-soil-climate interface. This output is based on the principle that improving income, diversifying sources of income and creating jobs makes it possible to strengthen the resilience of populations to the effects of climate change. To achieve this, while taking into account the management of water and soil resources: i) production, certification and marketing of indigenous, organic and forestry non-timber products and commercial services will be promoted); ii) start-ups and entrepreneurial innovations in the field of environmental and climate services as well as economic activities in the agricultural sector will be strengthened through among others the approaches "Business Incubator" and "Farmer Business School" programs promoted by the Tunisian Agricultural Investment Promotion Agency (APIA) The contractor assumes responsibility for carrying out two packages of services as well as the corresponding milestones: Service package 1: Promote employment while considering the management and preservation of natural resources. The target groups for these services are individuals seeking employment or wishing to develop income-generating activities that contribute to the sustainable management of natural resources. The (non-exhaustive) activities to be considered in the action plans are: (1) Identify the most promising income-generating activities and employment opportunities related to the area of intervention. (2) Launch a call for applications to select potential beneficiaries in line with the identified areas of activity. Carry out a capacity-building needs analysis. (3) Draw up a capacity-building plan for beneficiaries in line with identified activities and needs. (4) Develop, customize, and standardize (quality standard) an innovative training and coaching concept in entrepreneurship, integrating natural resource management and climate change aspects. (5) Develop and/or adapt innovative training approaches and tools (FBS, good natural resource management practices, etc.). (6) Implement the capacity-building plan and the training and support concept. (7) Support the launch of the income generating and development process, among others through support for the elaboration of certification and marketing strategies and/or coaching in mastering the management tools of the Farmer business school approach. Service package 2: promote the protection of water, soil, and/or environmental and climate services to support income increase in the business models of small enterprises. Services will target the following categories of beneficiaries: existing small businesses (including agricultural), start-ups, promoters of entrepreneurial innovations in the fields of environmental and/or agricultural services, or those wishing to engage in such activities. Beneficiaries will be selected through a competition. They will be supported in developing and implementing their business ideas, based on the main needs identified. The planned activities (non-exhaustive) are: (1) Organize open days for small businesses and/or start-ups in the intervention zone to inform them about the project and its opportunities. (2) Define selection criteria and issue a call for applications to enterprises that have been informed and sensitized in (1). Assess their capacity-building needs. (3) Draw up a capacity-building plan and a training concept for beneficiaries in line with identified needs. (4) Train the selected companies and support them in drawing up business plans integrating the protection of natural resources and environmental services. (5) Consolidate and/or update enterprise business plans, integrating certification strategies (initiation). (6) Facilitate selected companies' access to financing by diagnosing and informing/training them about existing financing and investment incentive mechanisms. (7) Grant financial support to selected companies based on predefined criteria (8) Support companies in implementing their business plans (Business Incubator) (9) Launch two surveys or polls differentiated according to the gender and age of beneficiaries, with standardized questionnaires concerning the income situation, and submit an annual anonymous analysis based on these surveys, as well as reports describing the overall result of the act. Safeguards and gender Measures relating to safeguards and gender having a concrete link with the service: To promote gender equality and/or avoid or mitigate possible unintended negative outcomes in its area of action, the contractor must implement the following main measures: - Gender equality (gender): any activity with beneficiaries must reach a quota of 50% women, both in participation and in the results achieved.
