The contractor delivers services in the following areas of action, which contribute to the project"s outputs and indicators stated above. Service package: Set-up and management of STE pool to support the project"s objective in particular with respect to designing and implementing evidence-based labour market policies and regulations, collecting and analysing labour market information (LMI), conducting impact assessments, improving working conditions through strengthened inspection capacities and increased private sector participation as well as increasing the offer of target group-oriented employment services through public and private service providers. In detail: - Set-up and management of a flexible short-term-experts pool of international and local short-term experts as a backstopping function for the project and for assignments to contribute to all three outputs and to achieve defined indicators with the respective deliverables. - Provide short-term expertise to the development and implementation of a data-driven and forward-looking labour market policy cycle, taking into account international good practices. This may include the elaboration of new labour market policies and / or measures. - Provide short-term expertise to the establishment / further development of a labour market information system (LMIS). This includes strengthening the capacities of the MoL to compile, analyse and disseminate labour market data / information. This may include analysing the Jordanian labour market to (1) better understand how new jobs are created and existing jobs are secured, (2) assess the implications of digitalisation and automation as well as (3) identify the potential and funding approaches for economic fields that have received little attention so far, such as the green economy, new digital forms of work and inclusive approaches. - Provide short-term expertise to strengthening the monitoring and evaluation (M&E) capacities in the MoL and other key partner organisations to enable them to better measure (1) the performance of organisational units, (2) the impact of labour market policies and measures and (3) the impact of regulations and systems. - Provide short-term expertise to the adaptation of the regulatory framework to new requirements and developments in the labour market, in particular in the fields of OSH, women economic empowerment, and potentially digital labour platforms. - Provide short-term expertise to improving the institutional and personnel capacities, in particular administrative capacities, in the MoL and enhancing the effectiveness and efficiency of delivered services in line with the Public Sector Reform Roadmap. - Provide technical advice in the area of digital instruments and services (e-government). - Provide technical advice for assessing, newly developing and further developing IT systems of partner institutions. - Provide short-term expertise to strengthening the capacities of inspectors of the MoL. - Provide short-term expertise to enabling chambers and business associations to better promote decent working conditions in member companies. This may include conducting market surveys, developing business cases and establishing peer-to-peer networks. - Provide short-term expertise to strengthening trade unions to improve the use and awareness of hotlines and contact points where complaints can be addressed to the Inspection Directorate of the MoL. - Technical advice in the area of effective active labour market measures, in particular employment services. - Technical advice in the area of promoting women"s employment and employment of vulnerable groups. - Provide short-term expertise to strengthening the institutional and personnel capacities of public and private providers of employment services. This includes in particular improving the target group-orientation of employment services. - Provide short-term expertise to improving the job portal Sajjil of the MoL. - Provide short-term expertise to project staff to design an M&E system, incl. tools to regularly collect data, monitor the progress and evaluate the achievement of module objective and output indicators. - Provide short-term expertise to partner and project staff to sustainably set-up knowledge management and dissemination of lessons learned of project activities and outputs.Provide expertise through international and national short-term experts for any other identified specific needs of the project and its partners.
