The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) with the Programme "Strengthening national implementation of global biodiversity targets (GBF Implementation)" to support the Global NBSAP Accelerator Partnership. The programme duration is 3 years (01/2023 to 12/2025) with a volume of up to 9.000.000 EUR. The intervention areas of the project will focus on: (1) needs-based advice for national policy processes to align the NBSAPs in selected ambitious partner countries (Laos, Madagascar, Namibia, Brazil, Colombia and Peru) and support for priority implementation measures, (2) strengthening the participation of indigenous peoples and local communities and (3) sharing knowledge and experiences at international level. The implementation partners will be the respective ministries of environment responsible for the NBSAP processes and with other participating ministries and non-state actors from the private sector, civil society (especially indigenous organizations) and the academic and research community. Target groups are intermediaries, in particular decision-makers who play a role for the conservation and sustainable use of biodiversity and the restoration of ecosystems in environmental, sectoral, financial and planning authorities, the private sector, the financial sector and civil society organisations. A particular focus will be placed on representative organisations of indigenous peoples and local communities, local users of natural resources as well as smallholder and producer organisations who are particularly reliant on the biodiversity and services of intact ecosystems. Another particular attention will be given to the participation of women in decision-making processes. The project has 3 priority areas: Output 1 aims to initiate selected priority measures for implementing the aligned national biodiversity targets. Process and organisational assessment to government agencies in the partner countries on developing permanent inclusive structures and processes for aligning and steering their NBSAPs will be provided, taking into account the points of intersection and possible synergies with other (inter-)national agendas. The targets will be integrated into operational planning, budget allocation and mobilisation of financial sources of the responsible ministries, subordinate agencies and territorial authorities. The module will accompany the implementation of selected measures and assist the development of projects that are eligible for funding (project pipeline). Output 2 aims to strengthen the participation of IPLCs in aligning and implementing the NBSAPs. In this, the measure will pursue a gender-transformative approach and place a special focus on the participation of indigenous women, who are often affected by multiple discrimination. Ensuring the fair participation of IPLCs aims to amplify transformative stimuli that are necessary for social acceptance, for advancing towards the 30x30 target and for the sustainability of the nature conservation efforts. The approach will be to support and advise national and international IPLC (umbrella) organisations on improving participation in national NBSAP processes. Output 3 aims to improve the partner countries" access to practice-oriented knowledge and needs-based advisory services through international knowledge networks. Actors from the partner countries will be put in a position to participate in South-South dialogues, triangular cooperation, peer review processes and further formats of transnational mutual learning, and to share the experiences they have had aligning, steering, and implementing their NBSAPs. Knowledge products (i. e. training courses, advisory services and methodologies/instruments on innovative aspects of the GBF) will be made available through specialist organisations.
