The services to be provided in the context of this call for tenders serve to advise both the BMWK and the Global Carbon Market project on the topics of the international carbon market and related topics. These consultancy services will be delivered from the start of the contract until the end of the project phase on 31.07.2026. The topics on which advice is provided are Article 6 of the Paris Agreement, the Voluntary Carbon Market (VCM), and other carbon pricing instruments (Emission Trading Schemes and Carbon Taxes). Other areas of focus are Nationally Determined Contributions (NDCs), Long Term Strategies (LTS), Programme of Activities, Standardized Baselines, Digital Infrastructure, Monitoring, Reporting and Verification (MRV), Environmental Integrity and Accounting, Results-based Finance, Climate Finance (including the Green Climate Fund), and Sustainability evaluation. The specific services to be provided on these topics are advisory services, knowledge product development, and the presentation and dissemination of respective results. For the advisory services component, the Consultants are tasked with producing different kinds of material, including policy briefs, concise technical papers, comprehensive studies, and detailed technical analyses. The creation of knowledge products entails crafting visual presentations and articles characterized by clear, concise narratives and well-defined key messages. These products must be designed to effectively communicate important information to diverse audiences. Moreover, the consultants are expected to present and disseminate the results of both the advisory services and knowledge products, which involves showcasing respective findings at selected events, conferences, and forums. In order to provide the service, the contractor should put together a sufficiently large, qualified and experienced team of experts. The proposal should outline the strategy for task fulfillment, specifying personnel roles and the overarching internal management concept to be used as the basis for processing orders, including backstopping. Part of the fulfilment of the contract includes regular reporting to the project on the progress made in achieving the objectives. The regular exchange between the project and the consultants begins with an inception workshop two weeks after the start of the contract and includes a reflection session every six months.
