Funded by the German Federal Ministry for Economic Development and Cooperation (BMZ) and the European Union, the project "Support to the reform of public finances to achieve the SDGs and mobilize public revenues (ReFORME)" aims to implement budget cycles at national and communal levels in line with the principles of good financial governance. The Technical Cooperation project pursues a multi-level approach. Ministries will be strengthened in macroeconomic and budget planning, and in domestic revenue mobilization, to execute their budgets transparently and in line with the rules of the West African Economic and Monetary Union and the Agenda 2030. Up to 12 municipalities receive advice on how to plan and execute their budgets transparently, increase their revenues and use them to meet the needs of the population and the private sector. This contract relates to one of several Action Areas of the ReFORME project: Action Area 2 "Domestic Revenue Mobilization". The objective of the project in this Action Area is to improve the performance of tax administration at national and local levels. The remaining Action Areas of the project focus on budget management, transparency and accountability, and public investment. The contractor will support the Directorate General of Taxation (Direction Générale des Impôts, DGI) of the Ministry of the Economy and of Finance in building the capacity of its executives in areas related to tax administration, such as effective management of internal risks (operational or human capital-related), accuracy of reporting in declarations, gender-sensitive tax policy, and international taxation with a high impact on improving the DGI's performance. These could include mastering the standards for the automated exchange of information, appropriating the tax challenges raised by the digitalisation of the economy, strengthening the mechanism for steering and managing tax audits, etc. The contractor is responsible for carrying out the following service packages and milestones: Service package: Capacity building for DGI Benin The contractor will provide and manage a team of international experts to provide technical support for the implementation of the above actions. This includes involvement in discussions with the partners in Action Area 2 when drawing up the operational plan, and consultation with as soon as the annual planning is available to identify, plan, prepare and monitor the activities piloted by the thematic experts made available for Action Area 2. In addition to providing the experts and expertise, the contractor is responsible for managing the administrative, logistical and follow-up aspects of the missions of the experts and maintains close collaboration with the project. The contractor is directly responsible for carrying out the activities listed under Output 2 and the corresponding output indicators and milestones, and a dimension of the module indicator for Action Area 2 relating to TADAT Analysis Area 2 and 6. Within this framework, the contractor holds a quarterly planning review and follow-up session with the Action Area coordinator. Key milestones of the service package - Introductory mission to establish contact with the project and partners. Appropriation of the current annual planning, inventory of the basic situation in the partner structure in relation to the subjects/areas of responsibility, structured exchanges with the DGI and the project, preparation of an intervention sheet. Following the introductory mission to assess the basic situation in the areas of activity covered by the contract, and to validate the key activities in each area of intervention with the project managers and those responsible on the partner side of the project, an intervention sheet is validated. - An initiative on the effective management of internal risks, an initiative on the accuracy of declared information and a legislative initiative on gender-sensitive taxation will be submitted. One of the initiatives must concern the digitalisation of a new measure. ? "Initiative" within the meaning of the indicator means the concrete development of a new procedure / process / action / activity in support of the DGI and in response to a significant weakness in relation to the subjects for which the contractor is responsible. ? "Submitted" in the sense of the indicator means the implementation, or the presentation of a basis for political decision to the decision-makers of the DGI. - A TADAT self-assessment in 2026 shows improvements in the following areas D2-6 (Operational risk management), D2-7 (Human capital risk management), D6-19 (Actions taken to detect and deter inaccurate reporting) and D6-20 (Large-scale data-matching systems to detect inaccurate reporting). This self-assessment must be carried out by a person certified by the TADAT secretariat as a "trained TADAT assessor" and relates entirely to areas of analysis D1, D2 and D6. - In the context of international taxation, three thematic reinforcement sessions carried out by a pool of experts specialising in international taxation and for the benefit of the DGI, including two in Benin and one in Europe. A session must last one week and focus in principle on a thematic area of this call for proposals, chosen in agreement with the DGI and prepared and executed by the contractor. This session must be organised with a group of experts appointed by the DGI (approximately 10 to 15 people). If possible, the language should be French. - Activity reports, changes and impacts, lessons learned and best practices in connection with support to the DGI are capitalized on and made available. The details of the activity report will be discussed between the parties to the contract.
