The project"s coordination unit will be based in Yaoundé, Cameroon, and will coordinate three project offices, one located in each country segment of TRIDOM. The management of the project office in Ouesso, northern Congo, and implementation of all associated project activities in the Congolese segment of TRIDOM in close collaboration with the central coordination unit is the subject of this invitation to tender. The contractor will contribute to the implementation of all four project outputs and work in close collaboration with the two other GIZ-managed project offices in the TRIDOM landscape: Djoum (Cameroun) and Oyem (Gabon). Output 1: Support to the organs provided by the TRIDOM agreement between Cameroon, Congo and Gabon in the execution of their mandates. The main tasks of the subcontractor will be to: ? Support the principal coordination unit in order to facilitate the designation of a (political) "TRIDOM agreement focal point " at high level (ministry) by the relevant state authorities as well as the capacity building of the political and operational (conservator) focal points of the Congo in order to better ensure their role as animateur and connector; ? Accompany (technical advice, providing information, etc.) the political and technical representatives of the Congo in their participation at the different TRIDOM organs; ? Support partners in the technical and logistical organisation of the TRIDOM organs" meetings (including the preparation of annual working plans); ? Technical support in the preparation of two concepts designed to strengthen cross-border cooperation on issues relevant for TRIDOM. Output 2: Supporting the involvement of stakeholder groups in an exchange on the potential for reconciling biodiversity protection and socio-economic development in the TRIDOM landscape along a common target range. The main tasks of the subcontractor will be to: ? Prepare and support consultations in the Congolese TRIDOM segment on a TRIDOM landscape map, including maps based on current land use plans and allocations of use to different actors; ? Building the capacity of women's groups to represent their rights and interests; ? Promoting consultation on the protection and use of natural resources and facilitating the inclusion of the concerns of vulnerable groups (women and indigenous groups) in the relevant local forums; ? Consultation and cooperation with other stakeholders active in the Congolese TRIDOM segment to assess the suitability of existing forums to support multi-stakeholder "landscape approach" consultations involving the identification of current land uses and their competition, the identification of investments and contributions by all stakeholders to sustainable development and biodiversity protection and the negotiation and proposal of solutions for reconciliation. ? Help to strengthen the organisation and supporting the organisation of several sessions of a local multi-stakeholder forum around the Odzala National Park in consultation with other stakeholders; ? Identify good practices for a sustainable, biodiversity-based development (i.e. under-shade sustainable cocoa) in consultation with different actors in order to propose priority topics for thematic conferences at the regional level; ? Support for the organisation of conferences on priority sustainable development themes selected by the relevant TRIDOM organs; ? Data provision (thematic maps, forest and biodiversity trends, land use) in the Congolese TRIDOM segment. Output 3: Voluntary commitment by private sector companies to protect biodiversity and promote sustainable socio-economic development in forest areas of the TRIDOM landscape. The main tasks of the subcontractor will be to : ? Support companies in the Congo in identifying and implementing innovative commercial models to diversify their business models ; ? Raising awareness and helping resource area managers/companies in the Congo to conduct and improve environmental and social (E&S) assessment and audit processes; ? Support for local representatives in implementing agricultural solutions with forest cover / agroforestry / agroecology with local communities (food crops under tree shade, cocoa production, zero deforestation principle) and agriculture with tree crops under contract; ? Facilitate the conclusion of innovative agreements on sustainable local development between private, public and civil society players/partnerships, in line with the priority investments of municipal/local development plans. Output 4: Mastery of proven and scalable approaches for the sustainable use of natural resources by local stakeholders. The main tasks of the subcontractor will be to: ? Organise training and awareness-raising sessions for local private and public players on participatory mechanisms for indigenous groups (e.g. FPIC in accordance with the COMIFAC directive) ; ? Capacity-building for indigenous groups on participatory mechanisms, representation of their customs, rights and interests (e.g. development of biocultural protocols); ? Supporting local authorities and communities in the planning, design and funding of demonstration projects using proven methods for the sustainable management of natural resources; ? Supporting women and indigenous groups in the development and implementation of a demonstration project for sustainable development according to their customs and needs.
