GIZ is looking for a tenderer to support the project in enhancing access to finance for green transformation measures. The tenderer will contribute to the project"s indicator: "30 companies have received a financing commitment from a relevant financial system actor for planned investments in green transformation measures." To reach this, the financing portfolio of relevant actors from the financial system needs to be strategically oriented towards a green transformation of the Egyptian industry. The specific aim of this tender is to support the implementation of five strategic or operational measures by relevant financial system actors to align the financing portfolio with a green transformation of the Egyptian industry. In the context of this project, strategic and operational measures to align the financing portfolio towards a green transformation of the Egyptian industry can include products, processes, strategies and structures of financial system actors, for example: - Demand-oriented alignment and adaptation of investment criteria for green financing products - Development of internal sustainability strategies in financial institutions - Development of structures that support the alignment towards sustainability (e.g. establishment of Sustainability Units) within financial systems actors - Introduction of standards on the accounting of carbon emissions (e.g. Partnership for Carbon Accounting Financials, PCAF) In the context of this assignment, we refer to Financial Service Providers (FSPs) as banking and non-banking financial institutions. The following work packages will be tendered: Work package 1: Project planning and inception phase . This work package include the preparation and planning, the kick-off meeting, the development of a Monitoring and Results Framework to assess the effectiveness of the TA facility, trainings, change management, and matchmaking efforts. The Workpackage also includes an inception workshop after three months after the start of the project to present the findings of the capacity needs assessment and training concept outline as well as first thoughts on the design of the Technical Assistance. In addition to that, the implementation activities for the upcoming 6 months will be presented by the tenderer. Work Package 2: Trainings to Financial services providers in sustainable finance This Work Package will focus on designing and conducting trainings for FSPs on Sustainable (green) Finance. The objective of the trainings is to equip them with the knowledge, skills, and tools necessary to integrate sustainable/ green finance factors into their decision-making, processes and product offerings. Trainings should be designed with varying complexity, and to meet different needs of different employees inside the FSPs (senior and middle management, sustainability department employees, risk management and credit officers, product development teams, relationship managers, etc.), Special focus will be given to those units in the FSP that are responsible for loan disbursement (relationship managers, credit risk officers, underwriters, etc.), having in mind the target of committing finance to 40 companies at the end of the project. This work package will include a capacity needs assessment and on the basis of this, the development of concept, curriculum and pedagogy of the FSP training as well as the training execution. Work Package 3: Technical Assistance of Financial Service Providers (FSP) This WP aims at providing technical assistance to 5-7 FSPs. A total of 5 strategic and operational measures will have to be implemented at the end of this WP. The activities under this WP are planned to last for about 20 months after contract signature. Based on the capacity needs assessment and the insights and evaluation after the trainings in WP2, the technical assistance (TA) concept should be designed and 5-7 FSPs will be selected from the applications and onboarded for the TA intervention. After engaging with leadership, the TA will be conducted. The interventions in this WP are aimed at contributing that the financing portfolio of relevant financial system actors is strategically more focused on a green transformation of Egyptian industry. WP4- Change Management, communication, and leadership workshops This WP focused on class-room training of FSP employees from the 5-7 FSPs around change management, internal and external communication and leadership for sustainable finance. The training should be developed in line with the capacity needs of the FSP defined earlier. This WP can be in parallel with WP 3. The training sessions will target different functions and managerial levels in the FSPs around the areas of change management, communication and leadership. The tenderer is expected to propose a design, pedagogy and curriculum of a holistic and coherent change management and leadership training with two different sessions/modules for different functions and managerial levels (e.g. Department Heads - 2 day training, operational staff/teams - 3 day training). WP5- Sustainable Finance Matchmaking Initiative To facilitate that FSPs provide finance (i.e. loans, leasing, factoring, insurance) to 40 Egyptian companies for their green and sustainable investments, a matchmaking initiative should be set up. A key challenge often quoted by FSPs is the lack of a pipeline for green lending or investments. The matchmaking initiative will therefore bring the supply side and demand side of "green" & "sustainable" investments and lending together, by providing a pipeline of pre-screened companies that are bankable. The initiative will directly lead to commitments by FSPs to provide funding to 40 companies.
