The Urban Antananarivo Commune (UAC) is the capital of Madagascar, with a population of over 1,600,000 and currently facing major governance challenges relating to urban planning, waste management and treatment, urban mobility, resource governance, high levels of migration, and the population's access to various basic public services. GIZ plans to recruit a pool of international and national experts with solid experience in urban development and local governance, under contract to a firm or consortium, to support and advise partners in better meeting the challenges of urban development in the Antananarivo region. The services requested from the pool of experts are divided into four different working packages (WP): WP 1: Support/advice UAC in implementing its strategy for mobilizing own financial resources. This working package contributes to achieving project's module 2 objective, which is to increase the revenue of partner municipalities by around 15%, and as well to output indicator 4.2: "UAC has presented three pilot approaches to inclusive, poverty- focused urban development in the inter-communal exchange of the Grand Tana region". The contractor must work closely with those responsible for output 4 and output 1 of the project. The contractor will be responsible for evaluating the implementation of UAC"s management to increase its revenues and for proposing and supporting the implementation of new improved measures to enhance populations" acceptance and digitalization. WP 2: Strengthening the municipality's capacity in terms of budget planning and evaluation of development actions. The main aim is to strengthen the city's strategic and operational management, their development planning capacity, the culture and practice of monitoring within the municipal administration. The contractor will be responsible for (i) advising the municipality on its organizational development, including responsibility for planning, monitoring, and evaluation (ii) training municipal team in strategic and operational planning approaches (iii) raising awareness with a view to integrating sustainable development goals into the city's planning, monitoring, and evaluation process, (iv) supporting UAC in piloting participatory evaluation exercises of municipal governance. WP 3: Support/advice on the process of improving transport and urban mobility in Grand Tana region and facilitating exchanges between stakeholders. This service package contributes to the achievement of Output Indicator 4.1 and 4.2 "UAC has presented three pilot inclusive urban development approaches in the inter-communal exchange of the Grand Tana region". The aim is to support the exchange and sharing of knowledge with various actors involved in the issue of urban mobility in the Antananarivo region. The contractor will be responsible for facilitating consultations with a view to developing different scenarios for mobility patterns in Grand Tana. Lot 4: Supporting UAC in social communications and promoting citizen participation. This service package contributes to the achievement of output indicators 3.1 "10,000 people, including 4,000 women and girls (40%), participated in social and political participation formats in partner communes" and 4.2 "The municipality of Antananarivo presented three pilot approaches to inclusive, poverty-focused urban development in the inter-communal exchange of the Grand Tana region". The aim is to help improve the quality of interaction between the municipal administration and the city's population. The contractor will be responsible for supporting the municipal team in developing and implementing an effective communication strategy, for training municipal staff to improve their ability to facilitate the various local consultation sessions dealing with the city's problematic issues.
