GIZ intends to contract a service provider for technical advice on the maintenance and repair of health infrastructure and equipment. The consultancy services will be provided at national level and in the three regions (Kara, Centrale and Savanes) and the 135 health facilities in which the ProSanté project operates in Togo. The awarding of the consulting services for maintenance and repair in the health sector includes support for the development of a national strategy, the development of a set of rules and regulations for maintenance and repair funds and the establishment of a functioning maintenance and repair system, including the necessary workplace-based activities for sustainable capacity development. The contract contributes to the overall objective, to the module objective indicators 1.2, to output 1 and to output indicator 1.1. The contractor is solely responsible for achieving indicator 1.2 (number of health centers participating in the national quality programme in the target regions and providing preventive and curative maintenance). The contractor will be based in Kara and will be responsible for the regional implementation of the project activities in the area of maintenance and repair in the three target regions of the health project - Kara region, Centrale region and Savanes region. Three parallel, closely interlinked processes need to be managed: The development of a national strategy, the development of objectives and rules for the operation of the maintenance fund in the three regions and the establishment of a maintenance system in the three regions. The potential contractor thus advises on maintenance and repair issues at national and regional level. Operational planning is developed together with the partner and in close coordination with the project. Strengthening ownership in the partner system and sustainability play key roles here. The contractor is responsible for the realization of the following service packages: 1. Contributing to the Development of a National Maintenance Strategy: - Analysis of Existing Initiatives: Study ongoing maintenance initiatives and leverage best practices. - Recruitment of Experts: Identify and recruit experts in the maintenance of health infrastructures to support the development of the strategy. - Organization of Workshops: Organize workshops with stakeholders to define the priorities, objectives and action plan of the national maintenance strategy. 2. Setting up and operating a Maintenance Mechanism: - Preventive and Curative Maintenance: Develop and implement a regional strategy (mechanism) for preventive and curative maintenance in the three target regions based on the orientations of the national strategy and the specificities of each region. - Monitoring of the Regional Maintenance Funds: Ensure the monitoring and proper functioning of the regional maintenance funds at the regional level, (maintenance funds are currently available only in the Kara region). - Maintenance Tools and Guides: Create practical tools and guides for local technicians and users, tailored to the specific needs of each region. 3. Training of Actors at All Levels: - Technical Training: Train local technicians in the maintenance of medical equipment and health infrastructure. - Management and Use of Equipment: Train the staff of health structures on the management and optimal use of infrastructures and equipment according to their skill levels. - Promoting Proactive Maintenance: Establishing a culture of proactive maintenance among local teams and managers of healthcare facilities. A team leader coordinates the measures of the contractor and their coherence with the overall strategy of the project, assures the coordination with the project leader as well as transparency and cooperation with the partner structures. The contractor will directly contribute to the overall achievement of the project indicators and will regularly report on these. The intervention package will be implemented over a 24-month period.
