81309479-Development of a Spatial Planning and Management Information System for Ghana

The German Federal Ministry for Economic Cooperation and Development (BMZ) supports the strengthening of public institutions in Ghana in implementing citizen-oriented, trustworthy, and accountable governance structures at national and local level through the project "Participatory, Accountability, and Integrity for a Resilience Democracy (PAIReD)" implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). PAIReD runs from 10/2023 to 09/2027 and REACH runs from 01/09/2018 to 31/12/2025 with a potential extension until 31/03/2026. The European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ) support the strengthening of public institutions at national and local level in Ghana to build resilience to climate change impacts in the Joint Programme Area (JPA) of the EU-Ghana Agricultural Programme. Supported by the two GIZ projects working on development and land-use planning in Ghana, the envisaged mission is as follows: 1) Design and develop the web-based spatial planning platform; 2) Develop a spatial data repository; 3) Provide capacity development for the technical staff of LUSPA at both national and regional levels along with all 60 partner MMDAs of PAIReD and 14 partner MMDAs of REACH on the usage and maintenance of the system. The new IT solution aims to provide a comprehensive platform for various stakeholders involved in land use planning and management, including Land Use Planners, Local Government Officials, Urban Developers, Citizens, and other stakeholders. The assignment will be carried out between January 2025 and June 2027 with a total of 285 (including options) person days for an international expert as Team Leader, 310 (including options) person days for the pool of experts with international expertise, and 750 (including options) person days for pool of experts with national expertise.
