Interventions of the project "Low Carbon and Climate Resilient Water and Wastewater Management (LCCR Water)" target the sub-national and national levels as they demonstrate sound technical and financial management practices at the municipal level (Outputs 1 and 2) and support policy dialogue at the national level (Output 3). Services of the Contractor shall focus on Output 1 and 2 at municipal level. In addition, the Contractor will be required to contribute to the documentation of lessons learnt that can be used under Output 3. The Contractor shall be responsible for the implementation of the following work packages (WP): WP 1: Non-Revenue Water in George WP 2: Non-Revenue Water and water conservation in uMhlathuze WP 3: Tariffs and cost allocation George and uMhlathuze WP 4: Non-sewered sanitation in informal settlements in George WP 5: Guidelines on stormwater management in George WP 6: Faecal Sludge Management Concept in uMhlathuze Key tasks under WP 1 (Non-Revenue Water - George Municipality) - Review existing Water Conservation and Water Demand Strategy and establish or confirm baseline NRW level. - Evaluate engineering and non-engineering solutions for NRW reduction (pre-feasibility level) - Conduct feasibility studies for 3 solutions prioritized by the municipality. - Support implementation of pilot projects and evaluate the effectiveness. - Provide training for staff involved in NRW reduction. - Develop NRW reduction strategy and implementation plan. - Document lessons learned. Key tasks under WP 2 (Non-Revenue Water and Water Conservation - City of uMhlathuze) - Review existing data on NRW levels and composition. - Conduct consumption audits on largest water consumers and municipal buildings. - Provide training for staff involved in NRW reduction. - Evaluate engineering and non-engineering solutions for NRW reduction suitable for the municipality. - Conduct feasibility studies for 3 solutions prioritized by the municipality. - Prepare pre-feasibility study for water saving measures for five highest consuming municipal buildings. - Support implementation of pilot projects related to feasibility studies and monitor the effectiveness. - Document experiences and lessons learned. Key tasks under WP 3 (Tariff design and costs allocation for George and uMhlathuze) - Assess existing tariff structures in George and uMhlathuze and compare with international best practise. - Develop recommendations for future tariff design. - Develop cost allocation methodology to reflect cost of water and sanitation service provision. - Provide training to relevant staff at municipalities on tariff design and cost allocation. - Document key policy recommendations on tariffs and cost allocation. Key tasks under WP 4 (Non-sewered sanitation options for informal settlements in George) - Assess existing sanitation situation in informal settlements in George and conduct needs assessment. - Provide overview on existing local, provincial and national laws, bylaws and regulations related to sanitation in informal settlements. - Provide overview on international and South African best practise for sewered and non-sewered sanitation solutions in informal settlements. - Prepare pre-feasibility study for non-sewered sanitation options for informal settlements in George. - If alternative solutions are identified, plan and implement demonstration measures for sanitation solutions and provide on the job training on non-sewered sanitation. - Prepare a wholistic sanitation concept for informal settlements in George. Key tasks under WP 5 (Guidelines on stormwater management George) - Review existing procedures and by-laws in the municipality with an objective of reducing flood risks and mitigating impacts. - Prepare report and slide deck on best practices for stormwater management internationally as well as in South Africa. - Identify the most suitable solutions for George, for different development types (residential, commercial, industrial) to guide developers in designing effective stormwater management systems. - Develop training materials (digital media) targeting landowner and community groups to create awareness on stormwater management. - Develop guidelines covering pre-planning to implementation phases of stormwater management solutions and support municipality in the adoption of the guidelines. - Compile a checklist to be used by municipal officials as part of the municipal evaluation and approval process for development applications. - Provide training to relevant staff of the municipality on effective stormwater management solutions. Key tasks under WP 6 (Faecal sludge management concept uMhlathuze) - Assess current and projected faecal sludge situation at all WWTWs in the municipality. - Prepare pre-feasibility study, comparing at least three different possible faecal sludge management approaches for the municipality. - Organize workshop with municipality to present outcomes of the pre-feasibility study and facilitate discussion on prioritization. - Identify potential funding sources and prepare project proposal up to finance ready stage for faecal sludge management approach. A team of experts shall be provided by the Contractor for this purpose. This shall include (1) team leader and NRW specialist with international profile, (2) NRW specialist for George, (3) NRW specialist for uMhlathuze, (4) sanitation specialist for George, (5) stormwater management specialist for George, (6) pool of short-term experts with international profiles, (7) pool of short-term experts with national profiles, and (8) pool of junior short-term experts with national profiles. Close coordination with the GIZ project team will be required. The Contractor may be a single firm or a consortium of various consulting firms. The involvement of consulting firms from South Africa within subcontracting or joint venture arrangements will be permitted. Estimated duration of the consulting contract is 16 months from the contract award.
