In order to fulfil the module target ("The instruments used by the ECOWAS Commission and selected ECOWAS institutions and agencies to implement Vision 2050 have been strengthened in terms of their impact orientation and gender sensitivity."), the project implements three outputs: Output 1: The conceptual and technical foundations for the application of the ECOWAS integrated, results-oriented management model by the ECOWAS Commission and selected ECOWAS institutions and agencies have been laid. Output 2: The implementation of projects and programmes by the ECOWAS Commission meets the requirements of central development partners in terms of impact orientation and gender sensitivity. Output 3: The ECOWAS Commission's ability to visibly communicate the effects achieved by ECOWAS and to counteract disinformation has improved. This tender focuses on the implementation of Output 3. It is divided by four work packages (WPs): 1. Communication (strategy) review In order to enhance the external communication of ECOWAS, the Communication Directorate requires a sustainable and realistic communication strategy. An on-site kick-off workshop with the ECOWAS Communications Unit and Directorate as well as the GIZ team will initiate work package 1. The workshop will be held in English or French (with EN/FR interpretation made available by the contractor). The goals of the workshop are to get a better understanding of the strengths, weaknesses, opportunities and threats (SWOT) of existing strategies as well as to initiate the collaboration 2. Operationalisation of communication strategy In Work Package 2, the contractor is expected to operationalise the amended communication strategy as described in Work Package 1, pending the approval of the ECOWAS Communication Directorate. At its core, this work package targets directly at the gender-sensitive enhancement of visibility for ECOWAS. 3. Capacity development In order to implement the measures outlined in Work Packages 1 and 2 in a sustainable manner, the contractor will draft a capacity development (CD) strategy, to be made available in French, English and Portuguese. The basis for the CD strategy will be a capacity needs-assessment of the ECOWAS Communication Directorate staff and relevant communicators at the Commission, including an assessment of the KAPB within the ECOWAS Communication Directorate towards the implementation of the communication strategy with a particular focus on dealing with disinformation and gender sensitivity. The needs-assessment provide insights into the potential of leveraging on e-learning systems for the capacity development of its staff in general. 4. Organisational development In order to initiate sustainable change processes, the contractor will enhance organisational development within the ECOWAS Commission. The organisational development strategy will follow an on-site organisational analysis and contain continuous remote support of the contractor.
