The contractor ensures that their work aligns with the overarching goals and frameworks of the broader development sector, particularly the commitments made by the German government. This involves integrating strategies and practices that resonate with the objectives of the Development Cooperation programme and other related initiatives. The provider"s efforts should contribute to the larger vision of promoting peaceful and inclusive societies by drawing on the expertise, resources, and support of German development cooperation and its partners. The successful implementation of Output 1 in the three project sites requires a structured and systematic approach, encompassing a series of well-defined work packages. These work packages are designed to ensure that all necessary activities are executed efficiently and effectively, contributing to the overarching goal of preventing gender-based violence and fostering inclusive communities through the VPPIC project. Work Package1: Engagement with the local sites: Based on the initial analysis and baseline of the three sites conducted by the VPPIC project, the contractor will be responsible for conducting a comprehensive stakeholder engagement process, needs assessment, and mapping of local best practices. This will inform the implementation of early violence prevention and gender-transformative interventions within children"s caregiving environments. The contractor will identify and engage key local stakeholders, assess challenges and available resources, and document effective approaches for service integration and delivery. Work Package 2: Development and implementation of evidence-informed, gender-responsive intervention plans for early violence prevention in the three sites: The contractor will develop local action plans in collaboration with local stakeholders and VPPIC partners. These plans will outline objectives, activities, timelines, and responsible parties for integrated early violence prevention services, reflecting local needs and best practices. They will also establish or enhance collaborative frameworks among government, civil society, and private sector actors to ensure a coordinated approach to early intervention. The contractor will co-develop and deliver training programs for local stakeholders such as NGOs, teachers, and caregivers on gender-transformative approaches, evidence-based violence prevention, and caregiving practices. Capacity development should be localized to take into account local dynamics and empower local communities. Additionally, the contractor will facilitate subsidy agreements with selected local organizations based on identified potential organizations from the first work package. This includes making funds available, advising the recipients of the subsidies, and managing and monitoring the proper use of the funds, including the provision of documentary proof. Work Package 3: Monitoring, evaluation, and learning: The contractor will be responsible for developing and implementing a comprehensive monitoring and evaluation (M&E) framework to track progress, measure outcomes, and facilitate learning from the interventions. This involves setting up mechanisms for regular data collection, analysis, and reporting, as well as creating platforms for sharing insights and best practices among stakeholders.
