Airborne Camera System for stereo mapping and orthophoto production

National Land Survey of Finland (NLS) is planning to purchase a large format airborne camera system for aerial photography, which optimally supports the current main use cases of NLS: large area 30 cm GSD imaging with 80 / 30% overlaps for ortho photo production and stereo mapping. Maximum flying height of NLS's own aircraft is 7500 m. NLS Finland is the leading party in the execution of the National Laser Scanning and Aerial Imaging program called KALLIO, in where Finland is being photographed with a three year’s rolling cycle. One of the main user domains for the image data is forest inventory services. In there, radiometric quality of the images is in pivotal role, especially in the NIR channel. As a general remark regarding the data policy in Finland we’d like to bring to your attention that image data with 30 cm GSD or more (≥ 30 cm) is open data. Smaller GSD data will require more strict data protection within production and data distribution. Currently NLS imaging production supports only open data. The objectives of the purchase are: • camera, gyro stabilized mount, GNSS/IMU navigation system and related hardware required for camera operation, • supporting software, • turn-key delivery and installation into NLS aircraft, • camera calibration, • system (hardware, software) maintenance, and • training. The information provided in this notice is preliminary and is subject to change during preparation. Hansel Oy acts in a consultative role in this procurement. MARKET DIALOGUE Companies that register on 30th September 2024 at the latest will be given the opportunity to participate in individual meetings with NLS. The aim of the meeting is to familiarize NLS with the airborne camera systems (hardware and software) available in the market. The meetings will be held via Teams or at NLS’s premises in Helsinki. The meetings are expected to take place in September and early October 2024. In addition, companies that register will be sent draft materials for the upcoming tender competition for comments around late October 2024. Registered companies will have the opportunity to provide written comments on the draft materials. Participation or non-participation in the market dialogue does not prevent participation in the tender competition.
