An ICT resource to assist with development and support of the Department of Rural and Community Development DRCD PIMS Lite in house system

An Individual Technical ICT resource to 1. Set up a Read Only version of the Department’s existing Programme Information Management system (PIMS) Lite off premises, And 2. Support the running of both the existing PIMS Lite system and the PIMS Lite Read Only version on an ongoing basis. PIMS Lite The PIMS Lite system is an ASP.NET system written in C#. PIMS Lite went live in June of this year and is continuing to evolve and develop under an agile methodology. It is currently being used by over a quarter of DRCD staff. PIMS Lite provides a portal for DRCD teams to record progress and assess how projects are performing in a standard and transparent manner. Once data migration is completed it will provide a key information management tool for our programmes that is accurate and in real-time, giving managers the skills to answer PQs etc. Note Business requirements document available on request. Next steps The PIMS Lite system is performing well and data migration is continuing. The next phase of PIMS Lite will include the issuing of emails to automate the track progress of projects. In addition we need expand the user base to external stakeholders so stronger authentication and security this requires development of a read only version of PIMS Lite to be hosted externally. With this in mind we currently have 2 options under review (the cloud or a VPS). Requirements • A resource to assist with further development of the PIMS Lite system. The resource will need to add and change functionality within PIMS Lite, carry out business analysis and liaise with user teams as required. They will be required to fully cover for the key ICT staff as required. • To setup and manage DevOps CI/CD which will enable multiple developers to work simultaneous on the system. • To create a read only copy of the PIMS Lite Database and system in a publicly accessed data centre in read only mode, aka PIMS Lite RO. Users of PIMS Lite RO will not be able to change or add data through the system. • To implement additional procedures to ensure the security of the data and the systems. • To setup and manage existing and new Environments of PIMS Lite and PIMS Lite RO in the Data Centre. • To automate the syncing of the data between the two databases at regular intervals. Required Skills: At a minimum the resource must have experience in the following area: Agile methodologies. The Department is following the “Agile” methodologies for development and change management. Knowledge of other ICT project management methodologies would be advantageous. Business analysis. Full Stack Developer, including but not limited to; Develop and maintain the PIMS Lite system using ASP.NET (using the .NET Framework). C# Asp.Net .Net Core Have the ability to work both the front end and the back-end of the components, ensuring seamless integration and performance. Database Management, including but not limited to; Design, develop and maintain a number of databases used by PIMS Lite. Write stored procedures. Ensure database security and compliance with best practices for data management; this will include management of database backups and ensuring they are ready for disaster recovery etc. Testing Management, including automated and UAT. Network Management. Development and Operations (DevOps). DevOps is being used to integrate development and operations activities. Security Management and implementation. Expert knowledge of the platforms (cloud and VPS).
