Assistance with the evaluation of eInnsyn

The aim of the procurement is to obtain consultancy services to carry out an evaluation of the service eInnsyn. eInnsyn is a generally available internet based publication service for public entities that is subject to The Public Procurement Act. The service is administered by Digdir. eInnsyn has been in operation for several years and the evaluation will be a knowledge basis for further work on the service. The evaluation shall give an answer as to whether eInnsyn delivers in accordance with the targets of the service and whether it is operated in an appropriate and reliable manner. The evaluation shall also give an answer to whether the service supports the access rights in Offentleglova, whether the financing model for the service is sustainable and contributes to streamlining in the administration, and whether the service has streamlining gains for management processes connected to processing the access requirements. The evaluation is discussed in the government's action plan for the Open Government Partnership (OGP), where evaluation of eInnsyn is one of the obligations. This is discussed in point 6.5 of the plan, see footnote1. The evaluation shall include experiences and input from the administration, civil society and the media. There will be a dialogue with DFD and Digdir during the work and the evaluation shall result in a final report. The report from the evaluation will be published by DFD after the assignment has been completed. The final delivery deadline for the contract is 13 February. The estimated value of the procurement is up to NOK 1,500,000 excluding VAT. The estimated value is not binding for the contracting authority. See annex 1 of the contract for further details on the delivery.
