Back system for municipal charging infrastructure Oslo

Oslo kommune, Bymiljøetaten (Agency for Urban Environment) would like to procure a CSMS (Charging Station Management System) for municipal electric vehicles charging infrastructure in Oslo. There shall be a cloud based management system that manages all the publicly available charging points in the city (>2000 with approx. 200 new chargers per annum). The intention is to procure a cloud service that is as far as possible 'off the shelf' with open standards and protocols, with as many tailored systems as possible. Payment functionality (EMSP) is not included in the scope; this will be done by Oslo kommune Bymiljøetaten itself, but there will be some integrations. Public chargers are owned and operated by Oslo kommune, but must be available for private actors through open protocols.
