The object of this contract is hence to complement general training and capacity-building activities financed by the Commission in the framework of the Instrument for Pre-accession Assistance (IPA) and Global Europe: Neighbourhood, Development and International Cooperation Instrument (GE/NDICI). However, it will focus on the specific needs required to implement EU cohesion policy. The purpose of this call is to select a contractor that will provide short term support to four candidate countries (Albania, Moldova, North Macedonia and Ukraine) to build their administrative capacity necessary to participate in EU cohesion policy programmes in the run-up to accession and implement them upon accession. This will be done by delivering hands-on training sessions on substance and organising short-term study visits for targeted staff of national and/or regional and local authorities in the four countries.
