The competition is for the establishment of a cloud system, as well as the overall delivery of IT operations and related services. A desired final state by 31.12.2026 is that Tønsberg municipality has a complete architecture that safeguards all services and assignments that a Norwegian municipality has, which includes, among other things: that the contracting authority has taken over responsibility for all services and systems that Jarlsberg IKT currently provides and provides to the municipality. that the software portfolio is, to the greatest possible degree, SaaS that services such as networks, client and meeting room equipment, print, security management and backup are procured in the market, primarily as a "service/as-a-service". that other services are provided by the contracting authority itself or by the hire of competence. A desired final state by 31.12.2028 is that the entire software portfolio is cloud-based SaaS services where the contracting authority has management and follow-up responsibility, and where the municipality has established a good cooperation with suppliers and IT partners in service outsourced areas that have resulted in a robust organisation that is future orientated, innovative and financially optimal. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender.
