Comprehensive review of Member States' greenhouse gas inventories in 2025 under the Effort Sharing Regulation and capacity building in the effort sharing sectors

The Regulation 2018/1999 on governance of the Energy Union and climate action requires the Commission to carry out a comprehensive review of Member States' greenhouse gas inventories in 2025 in order to determine the annual targets of net GHG emissions reductions of the Member States pursuant to Effort Sharing Regulation 2018/842. The objective of the contract is therefore twofold: 1) to support the comprehensive review to be carried out in 2025 of Member States' GHG inventories as regards the effort sharing emissions, and 2) to to build capacity of selected Member State experts with a view to strengthening Member States' greenhouse gas inventory reporting in effort sharing sectors in preparation for the next reporting cycles.
