Construction of station and transformer buildings and the establishment of cable trenches.

Fagne shall establish a new transformer station in Haugaland Næringspark (HNP). The transformer station is a part of a major network development project. The project aims to ensure energy supply to the business park and facilitate planned industrial development in the area. In the long term the measure will also strengthen the security of supplies in Haugalandet and enable the connection of energy production fromTysvær wind power plant. This procurement is for the construction of the transformer station in HNP (except electric deliveries etc.) as well as the establishment of earth cables from the transformer station to the endemast (M22) on the power line connection between HNP and clowning. The documents in this procurement contain energy sensitive information that is strictly confidential in accordance with the Energy Act and the Energy Preparedness Regulations. Interested tenderers must fill in and sign Fagne AS ́ standard information security agreement and confidentiality declaration in order to gain access to the procurement documents. The signed documents shall be uploaded in the message portal in Mercell. After receipt of a signed contract and a declaration of confidentiality, the tenderer will have the entire tender documentation and accompanying annexes sent. The information security agreement and the declaration of confidentiality are attached. Further information on the procurement is in the competition description, which is attached. Attention is ́s attention to the fact that power sensitive information in the competition description is censored. The tenderers will have access to the tender description in general, as well as other procurement documents, when the tenderer has filled in and signed Fagne AS ́s standard information security contract and confidentiality statement and submitted these in Mercell. The changes and supplements can, among other things, relate to the following conditions (not exhaustive):• Reservations and/or mechanisms can be made to handle any shortcomings or delays connected to the concession for the Transformer Station. The physical extent of the work is described in the procurement documents, but adjustments can occur within this, including options for testing/monitoring etc.• Electrical work within the Transformer Station will be detailed and clarified, including coordination with the Siemens delivery. Daily deadlines. • Changes resulting from a collision test of model.• RIE drawings will be updated, including ditch sections and plant drawings for conveyance roads.• Camera, access control and burglar alarm.• Preparation of 3 ARK details. Tenderers must, however, be prepared for this to happen. Please note that the execution of the contract work is conditional on a concession being granted for the establishment of the transformer station. The work cannot be started before the necessary concession is available. It cannot be excluded that some of the contract work that does not depend on a licence can be implemented before a concession is granted. If so, the contracting authority will give further information on this. Nve is expected to provide the necessary concession, but this is currently not yet clarified. A certified detailed plan (MTA plan) is available for the Cable Trenches. It is expected that NVE will not have equivalent requirements for a detailed plan (MTA plan) for the Transformer Station, but this cannot be excluded. If a detailed plan (MTA plan) is required for the station, it must be approved before all or parts of the contract work can be started. Missing concession or delayed approvals can have consequences for the progress in the project and competition, including possible postponements or, in the utmost consequence, cancellation. The contracting authority will return to mechanisms for handling any changes to the progress plan (including possible compensation for the waiting time etc.), cf. point 1.5. A dialogue is being carried out with other actors in the business park regarding the cost distribution for the project, including Haugaland Næringspark AS, who shall finance parts of the development through construction contributions. The implementation of the project is conditional on a final agreement on cost distribution with all relevant actors and that the construction contribution agreement with Haugaland Næringspark AS is carried out as planned. It is expected that the necessary clarifications will be put in place so that the project can be carried out according to plan. However, no guarantee can be given for this. The contracting authority will select at least 2 of the qualified tenderers to submit a tender. There is, however, no upper limit for the number of qualified tenderers who can be invited to submit a tender, and the contracting authority reserves the right to invite all of them. Any selection of tenderers who are invited to submit tenders will be made based on the selection criteria in the competition description point 4. A first reduction of the number of tenders can occur already before the negotiations, cf. the Utilities Regulations § 19-12 (4). Any reductions in the number of tenders will be made on the basis of the award criteria. The Contracting Authority is also subject to awarding the contract without negotiations.
