Consultation of competition documents: Detailed engineering design services and verification of concepts for The Future Express Boat

The fast ferry of the future is a co-operation between Vestland, Trøndelag and Nordland counties with the aim of developing and constructing new, environmentally friendly express boats that shall go in traffic along the Norwegian coast. The project is supported by Klimasats. Concept development and a comprehensive design phase has previously been carried out, which shows that it is possible to develop energy efficient express boats of zero emissions. However, experience from previous project phases and dialogues with the market shows that the risks associated with the transition from design to construction are still too high. The contracting authority is therefore now preparing a competition for the detailed engineering design of the fast ferry of the future aimed at shipyards. The objective of this tender contest is to verify the design and performance of the vessel in order to demonstrate that the construction of the vessel is practically feasible, and to enable shipyards to participate in later competitions for the construction of vessels. The contracting authority will award up to 8 contracts for the execution of the assignment. Each contract will include detailed engineering design services and verification of proposed project design of vessels based on two different existing routes. The fast ferry of the future is seeking with this procurement to facilitate any future tender for the construction of a boat or operations contract where energy efficiency is required, by reducing the risk for the contracting authority and supplier. Emphasis is put on the fact that there is no obligation for contracting authorities to later execute a new building after this assignment. Before the competition is published, the contracting authorities hereby ask for input on the draft of competition documents. The deadline for submitting input is February 28, 2025.
