Within area 1, the Contracting Authority needs assistance with carrying out major reports of the type socio-economic analyses and the like. This occurs partly on an ad hoc basis in connection with the execution of projects. A typical example of this is assignments to develop new rules or solve a social problem that the Contracting Authority can get from its superior ministry. There can also be reviews that the contracting authority takes the initiative for. The assignments can range from participating in project groups led by the Contracting Authority, to pure independent assignments that the Tenderer is responsible for.
