This competition comprises all project administration; engineering design services including the preparation of the tender documentation for the execution; implementation of a competition for execution up until signed contracts; construction management and other things that are naturally included in the development of Bodal sewage treatment plant. Because Rakkestad municipality has not decided on a contract model for the development, the assignments can be changed depending on which model is chosen. This is further described in Part II of the competition description. The value of the procurement is estimated to be above the EEA threshold. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. The contract is subject to cancellation of the competition, i.a. in connection with budget coverage, political approval and emission licence from the Government Manager. This procurement is considered to have an immaterial impact on climate and environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns consultancy services/consultancy services where the contracting authority is unable to influence climate and environmental impact, as the requirements and criteria that are directed at these elements will not have sufficient connection to the delivery.
