The competition is for the procurement of a new website for DOGA, including a service portal with log-in (current My page for doga.no) and other necessary functionality. This involves an establishment phase and ongoing operation and support for the system based on an SLA. It is important for the contracting authority that the tenderer maps real user insights and needs and uses this as a basis in the development of the new system. The contracting authority would like to use the procurement to connect with a tenderer who has a long-term cooperation and partnership. DOGA's website shall reflect what the organisation works for in society otherwise: innovative, user-friendly and inclusive solutions where the user is focused, which is in line with principles for economic, environmental and social sustainability. The contracting authority therefore has high ambitions for universal design, digital sustainability and user friendliness and testing. The contracting authority is looking for a supplier and collaboration partner who can contribute to the development of the net system and the process for getting there, to be a preliminary project within these three areas. The establishment phase involves: Mapping user insights as a basis for the development of the new system. design and internal anchoring of a content strategy for the website. a content driven redesign of the website doga.no, based on DOGA's existing graphic profile. Mapping which content from the existing system shall be prioritised and continued into the new system, either through direct migration and in a new form. to carry out migration of content that shall be continued. that the website is set up in a cms (content management system) that is adapted to the contracting authority ́s organisational needs, resources for the management of the website internally, the need for content types/templates and financial frames. that design, code, functionality, content and adjoining systems/applications take into account and comply with best practice in digital sustainability. that the system at all times fulfils the current laws and regulations on universal design, and places great emphasis on user friendliness that also exceeds this. Consultancy and implementation of an analysis tool that meets the contracting authority ́s need for a data driven design and further development of the website. The analysis tools always fulfil the current legal requirements for privacy and digital security. Relevant data and history from the contracting authority ́s previous analysis tool will be migrated to the new one. Ongoing operation and support for the system involves: hosting of the solution ongoing technical operation and support for the system, CMSet and applications connected to the website, based on an SLA consulting on the use of web technology for digital communication of competence to the contracting authority ́s different target groups. further develop and contribute to maintaining functional websites for the entity throughout the entire contract period. consultancy and services connected to the further development of the system, which ensures that the website is user orientated and contributes to achieving the contracting authority ́s strategic aims. consultancy services for an analysis tool and data driven further development of the system. The establishment phase consists of two main deliveries: MVP launch (minimally viable product) by 31.12.2025 Further development of the functionality and completion of the establishment phase by 31.12.2026 The procurement ́s value is estimated to: NOK 4,500,000 excluding VAT, calculated over 4 years. The volume is an estimate and is not binding for the contracting authority. The establishment phase has a framework of NOK 2,000,000 excluding VAT, divided between 2025 and 2026. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender.
