BACKGROUND The purpose of this Prior Information Notice (PIN) is to inform prospective candidates of the potential opportunity relating to The Land Development Agency (LDA), for the developed design, construction, delivery & saale of a residential development at Cherry Orchard Point Phase 2, Dublin 10 by a Development Partner. The LDA was established in September 2018 and is a key Irish Government land management initiative. The Government has committed to providing the LDA with equity capital of up to €6.25 billion to facilitate large scale delivery of housing. Our core objectives are to: • Coordinate appropriate State lands throughout the country for regeneration and development, opening up key sites for housing delivery. • Driving strategic land assembly, working with both public and private sector land owners; • Contributing towards the delivery of affordable housing; and • Become a leading influencer of housing and land management, through research and innovation. DESCRIPTION OF THE WORKS The development is a key strategic project located In Cherry Orchard, Dublin 10 and forms part of current and future programmes of work to be undertaken by the Contracting Authority to deliver affordable for saale, and social housing and apartments. The proposed development will deliver 137 affordable for saale new homes consisting of 101 two & three bed houses and 36 two & three bed duplex dwellings which will range in height from 2 to 3 storeys. A total of 141 no. car parking spaces will be provided on-street and on-curtilage along with 306 no. bicycle parking spaces. Cherry Orchard Point Phase 2 is a subphase of the Cherry Orchard Point Development, a large, mixed-use residential development comprising c.1,100 homes and c.23,400 sqm of retail, community and cultural floor space, as well as commercial/ enterprise spaces. Phase 1A (389 apartments and general site enabling works to the Cherry Orchard Point lands) is due commence before end of year. A part X application was lodged to An Bord Pleanála on 18th February 2025. The Development Partner would be fully responsible for delivery of the project, from post grant of planning and running through to delivery of the various tenures to the respective purchasers. Delivery would include all residential units, ancillary facilities, and associated site development works including infrastructure, services, and utilities. The Development Partner would be fully responsible for compliance with all building regulations and statutory requirements. It is currently anticipated that applicants would be required to form a team to include, but not be limited to: • Developer • Building Works Contractor • Project Supervisor Construction Stage • Saales Agent • Architect • Mechanical & Electrical Engineer, • Civil & Structural Engineer, • Fire Safety Consultant, • Landscape Architect, • Project Supervisor Design Process, and • Other specialist advisors considered necessary Further details of the development can be found at https://cherryorchardpointphase2partx.ie/ with the planning case number at An Bord Pleanála Case reference: JA29N.321931 DESCRIPTION OF THE PROCUREMENT The project will be contracted in one single phase. The works will be procured using a two-stage restricted procedure to secure an interested economic operator to deliver the project under a Development Agreement. A contract will be awarded for the works as part of this procurement process. The scope of the works will be set out in the tender documents. MARKET ENGAGEMENT EVENT The Contracting Authority shall hold a Market Engagement Event on the 7th May 2025 to inform the market and interested economic operators of the Kinsealy Housing Development. NOTE This Prior Information Notice is being used to inform interested economic operators that the LDA intends to procure by restricted tender, the delivery of this opportunity as described above. This document is not a call for competition or invitation to tender. No tender documents are available at this stage. Details of individual procurements pursuant to this notice will be advertised in due course on www.etenders.gov.ie and the Official Journal of the European Union. The LDA does not require a response to this prior information notice. Neither this document, nor any information set out herein, shall be regarded as a commitment or representation on the part of the LDA to enter into any form of contractual arrangements express or implied.
