DIRECT AWARD PRENOTIFICATION / Helen Ltd's procurement of industrial electrode hot water boilers (Hanasaari production site)

Helen Ltd ("The Client" or "The Contracting unit") aims to be carbon neutral energy company by 2030. In order to achieve its carbon neutrality targets, Helen is currently seeking and piloting non-combustion based energy solutions for its energy production. This procurement includes is for choosing a supplier for four industrial electrode hot water boilers, to Hanasaari production location in Helsinki area, Finland. The main driver for electrode boiler investments is to increase the capacity of non-fossil based district heat production. The procurement is executed as direct procurement with Filter Solutions Oü. The basis for direct procurement is Section 2, Subsection 1 of Act 1398/2016: “no applications to participate or tenders, or suitable applications to participate or tenders, have been received in the preceding procedure; an additional requirement is that the original terms of the invitation to tender are not substantially altered.”
