The aim of this framework agreement is to enter into a collaboration with a service provider who can assist The Norwegian Media Authority with developing methods for analysing content on unedited media (e.g. internet platforms and social media) and who can also carry out such analyses. For example, there can be different forms of analysis to ensure a better situational understanding of the extent of disinformation, election manipulation and KI-generated content, harmful content for children and adolescents, harmful designs, behavioural ads aimed at minors, the global platforms' algorithm reinforcement and their content moderation of editorial content in Norway. The aim of the analyses is to assess whether the platforms ́ measures to reduce the risk for users and for society is sufficient in accordance with the relevant regulations (the regulation for digital services and the directive for audio visual media services is particularly relevant). At the same time, a good factual basis is necessary as a basis for The Norwegian Media Authority's work with developing and implementing accurate measures to address the risks online to Norwegian users. The Norwegian Media Inspectorate would like to establish close cooperation with the relevant tenderer, so that the cooperation also contributes to competence development in the Norwegian Media Inspectorate. It is also a prerequisite that the Norwegian Media Authority has ownership and access to the data sets that are obtained and codes that form the basis for the analyses. The procurement ́s value is estimated to: NOK 1,000,000 - 3,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 10,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors.
