Ecological studies of the protected asset avifauna and marine mammals in the German exclusive economic zone of the North Sea in 9 individual lots: “Preliminary area study N-9.5 and N-12.5”

The Federal Maritime and Hydrographic Agency (BSH), as the awarding authority, intends to issue a Europe-wide invitation to tender in the first quarter of 2025 for the service described below as part of a negotiated procedure with a preliminary call for tenders. The overall service to be provided will be divided into 9 individual lots. Please refer to the following brief description for the expected type and scope of the individual lots. The Federal Maritime and Hydrographic Agency (BSH) examines in accordance with Sections 9 et seq. WindSeeG, the Federal Maritime and Hydrographic Agency (BSH) examines the areas designated in the area development plan for tendering by the Federal Network Agency (BNetzA) and development with wind turbines. The marine environment, subsoil, wind and oceanographic conditions as well as the traffic suitability of the area are examined and reports are prepared. The BSH examines the suitability of the area on the basis of the information from these investigations, among other things. If the BSH comes to the conclusion that the area is suitable, it determines the suitability by statutory order and the results of the investigation are forwarded to the BNetzA for the tendering procedure. The results are also made available via the data portal for the preliminary site investigation. The planned services to be put out to tender are those that serve to investigate the marine environment within the meaning of Section 9 (1) and (2) in conjunction with Section 10 (1) sentence 1 no. 1 and sentences 2 and 3 no. 1 WindSeeG. The tender is for the planning, coordination and overall reporting (lot 1), as well as the implementation (lots 2-8) of the two-year survey of avifauna (resting and migratory birds) and marine mammals in accordance with the standard survey concept (StUK4, https://www.bsh.de/DE/PUBLIKATIONEN/_Anlagen/Downloads/Offshore/Standards/Standard-Auswirkungen-Offshore-Windenergieanlagen-Meeresumwelt.html?nn=281004). The surveys relate to areas N-9.5 and N-12.5 in accordance with the BSH's draft area development plan dated 7 June 2024 (see also areas N-23 and N-24, informational part of the area development plan dated 20 January 2023, Figure 21: “Informational presentation of possible future areas for offshore wind energy”) in the German EEZ of the North Sea. The survey program includes ship-based (lots 2-7) and aircraft-based (lots 8 and 9) surveys of avifauna (resting and migratory birds) and marine mammals, including POD stations. The survey results will be documented in area-related reports. The surveys of areas N-9.5 and N-12.5 will take place in the period from July 2025 to June 2027.
