Electronic Patient Record (PatientCentre) Stabilisation

The Mater Misericordiae University Hospital (MMUH) have decided to enter into a contract with Dedalus Healthcare Ireland Ltd. for the rapid transfer of the hospitals primary patient management ICT system, Patient Centre, from an on premise hosted system to an cloud hosted managed solution including support and maintenance of software code. Description of the procurement In response to a significant risk of non-availability of its primary patient/ clinical information system, PatientCentre, the Mater Misericordiae University Hospital have decided to enter into a contract with Dedalus Healthcare Ireland Ltd. for the rapid transfer of the hospitals primary patient/clinical management ICT system, Patient Centre, from an on premise hosted system to a cloud hosted managed solution including support and maintenance of legacy software code. MMUH can no longer support its primary patient/clinical information system PatientCentre. The system has failed once on the 30th of July 2024 and there is significant risk of the system failing /been unavailable again. While the immediate issue which caused this has been fixed there is a high risk of similar failures going forward which would have a significant adverse impact on patient care. The system requires replacement/upgrading and MMUH are progressing business cases with the relevant agencies for funding approval for same while maintaining PatientCentre. The MMUH did issue a tender for a replacement system in 2023 but could not proceed to conclude the tender award due to budgetary considerations. Despite MMUH best efforts to mitigate risk through a system replacement it has become apparent that the hospital need to stabilise PatientCentre in the short term as a matter of extreme urgency and have secured funding for same. As part of this stabilisation strategy PatientCentre needs to be migrated from aged hospital infrastructure to a cloud hosted solution. Once the requirement for urgent action became apparent MMUH considered the feasibility of conducting a competitive tender process. This approach is not feasible due to the time it would take to conduct a standard or accelerated tender process and the risk of the existing system failing during this time period impacting the hospital ability to deliver all patient services. Dedalus have been selected for a direct award using the negotiated procedure without prior notice publication under regulation 32 (2) ( c ) of irish S.I. 284/2016. Dedalus are the original developer of the PatientCentre and Clinicom code base and a current supplier of services to MMUH. The envisage value of the €1.4 million over a 4 year period. The award is limited to what is strictly necessary in the timeline. Any replacement of the MMUH PatientCentre platform will be the subject of a full tender process.
