EirGrid invites detailed proposals for the establishment of a multi-supplier framework to provide comprehensive Engineering Design, Planning, and Project Management services. This framework is intended to support high-voltage transmission infrastructure projects, ensuring a seamless integration of electrical and civil engineering, system planning, project management, regulatory compliance, and environmental management. The framework agreement will initially cover a period of five years, with the option to extend annually for up to three additional years, based on satisfactory performance. The tender process is conducted under the Negotiated procedure with a prior call for competition, as outlined in Council Directive 2014/25/EU and transposed into Irish law. EirGrid aims to select the top five ranked tenderers to join the framework, with the allocation of work primarily through a cascade mechanism. This approach allows for flexibility in awarding contracts, ensuring that services are delivered efficiently and effectively. Tenderers must demonstrate their capability to manage complex projects, collaborate with external stakeholders, and maintain high standards of quality, safety, and sustainability. The scope of services includes engineering design, planning and regulatory compliance, project and cost management, and environmental and ecological management. Key deliverables also encompass high-voltage electrical and civil engineering design services, commissioning supervision, and community engagement. The RFP emphasises the importance of a dedicated Account Manager for successful suppliers, responsible for maintaining communication and service quality throughout the contract duration. EirGrid expects suppliers to adhere to best practices in environmental management and sustainability, promoting efficient energy use, waste management, and sustainable commuting practices.
