Procurement of services for the operation, maintenance, and further development of the European Hydrogen Refuelling Stations Availability System (E-HRS-AS). The contractor will ensure continuity of the current platform and support compliance with new legal obligations under the Alternative Fuels Infrastructure Regulation (AFIR), in particular real-time data sharing with National Access Points (NAPs) and integration with the European data ecosystem (EAFO, TENtec). The services will cover platform hosting and maintenance, data availability from HRS, user experience improvements, technical upgrades, and stakeholder engagement. There is no existing framework contract that covers this specific combination of IT maintenance, AFIR compliance support, and data integration for hydrogen mobility. A new procurement is necessary to ensure regulatory alignment, data continuity, and functional improvements beyond the scope of the previous contract, while planning for the end of public funding.
