Evaluation of the implementation of a plan for stepping-up against violence and child abuse and domestic violence (2024-2028)

The Ministry of Justice and Emergency Services would like to carry out an evaluation of the implementation of the stepping-up plan against violence and child abuse and domestic violence (2024-2028). The escalation plan against violence and child abuse and domestic violence (2024-2028) Security for all, has been prepared by nine ministries led by the Ministry of Justice and Emergency Services. The plan contains 122 measures within five areas of effort: 1) Cooperation and coordination, 2) Prevention, 3) Assistance and protection, 4) Prosecution and 5) Violence and abuse in Sámi communities. The evaluation shall provide knowledge on to what degree and how the measures in the stepping-up plan and their implementation contribute to achieving the government's goal of creating a safe society for everyone, without violence and abuse against children and domestic violence. The results of the evaluation will be part of the knowledge basis for the further development of the policy in this area. It is a prerequisite that the tenderer possesses knowledge of violence and child abuse and domestic violence. The Ministry of Justice and Emergency Services requests that the tenderer proposes a method for the work itself. The Ministry would like to start the project as soon as possible and immediately after signing of the contract. The first sub-report shall be submitted to the Ministry by 15 May 2027. The final report shall be submitted to the Ministry by 30 June 2029 at the latest. The final delivery deadline for the contract is 30 June 2029. The estimated value of the procurement is from NOK 2.8 million excluding VAT (NOK 3.5 million including VAT) to NOK 3.2 excluding VAT (NOK 4 million including VAT). The estimated value is not binding for the contracting authority. See annex 1 of the contract for further details on the delivery.
