Description du marché

The tunnel mining simulator must correspond to the equipment used in mines in Finland and Sweden to provide students with a learning experience that mirrors real working life. The tender must take into account the overall implementation of the procurement in accordance with the terms and conditions set out in the invitation to tender. If the total price of one or more simulator types exceeds the estimated price set out in the invitation to tender or other procurement documentation, the contracting entity has the right not to procure the simulator type(s) in question and allocate the funds to one or more other simulator types. The simulator must have an authentic control and management system that matches the control systems of the machines used in mines. The simulator should, where possible, offer performance monitoring and evaluation to support training (e.g., accuracy, efficiency, safety). The control devices (levers, pedals, buttons, displays) must correspond to the controls of real mining machines, and their response must be as realistic as possible. The simulator must "understand" impossible movements and machine collisions. The simulator's data transfer protocol must match that of a real mining machine and include the following topics: - Import and export of the drilling plan to the machine's measuring device. - Downloading documentation of the drilling performance. The mining diagrams must be designed using software commonly used in mines or machine-specific software. The drilling diagrams and design software must be included in the delivery package. The acquisition of the simulator must include at least a 5-year license for the drilling diagram design software, as designing drilling diagrams is an essential part of mining education. The supplier must offer sufficient training for the use and maintenance of the simulator and provide comprehensive user manuals for the simulator and its software. Software updates and extensions must be available for at least 5 years. The availability of spare parts and maintenance must be ensured to guarantee long-term use. The offer must state the availability of spare parts. The supplier is responsible for transporting the simulator to the client (TOP Keskikatu 69, 95400 Tornio), including possible transport contracts and insurance. The supplier must also commit to delivering software updates to ensure the simulator meets the requirements of the mining environment well into the future. The offer must state the software update period in years to which the supplier commits. The goal of the acquisition is to provide mining students with work-life-oriented mining education in situations that resemble real working environments in safe and cost-effective simulated conditions, and to obtain a flexible and scalable solution for mining education needs, where physical and virtual learning support each other. In addition, the customer is willing to collaborate and partner with the supplier in other areas of developing educational environments in the mining sector. The procurement is made based on overall economic affordability (price scoring max 30 points, quality scoring max 70 points). Offers are also evaluated based on the overall implementation of the simulators to achieve the most functional overall solution for the educational environment, serving students, teaching staff, and industry representatives, to whom mining education provides new skilled workers. The procurement unit has the right to leave the procurement or part of the procurement unmade for a justified and valid reason. The procurement unit may leave the procurement contract unmade for one, several, or all parts of the procurement for a justified and valid reason. A justified reason may be, for example, that the budget allocated for the procurement/procurement package is exceeded, the procurement or part of the procurement becomes unnecessary, or no comparable offers have been received in the tendering competition.
