Expert assessments for on-site inspections and internal model investigations for the Single Supervisory Mechanism

With an upcoming public tender procedure, the ECB intends to select highly-qualified external service providers with experience in the assessment of banks’ risks. This experience should include having reviewed compliance of Significant Institutions under the direct SSM supervision with banking regulation and having assessed applicable risk models and risk management processes. The Regulatory Requirements include Regulation (EU) No 575/2013 on prudential requirements for credit institutions and investments firms and Directive 2013/36/EU on access to the activity of credit institutions and the prudential supervision of credit institutions and investment firms, together with the level-2/implementing regulations. The contracts awarded through the upcoming procedure shall be open for use by National Competent Authorities (NCAs) and National Central Banks (NCBs). This prior information notice is published to announce the ECB's intention to launch a public tender procedure in the first quarter of 2025. No other documents are available at this stage. A separate official contract notice will be published in the Official Journal/TED once the procurement procedure is launched. The information published in this prior information notice is therefore not binding. Interested parties may express interest to be notified by email once the procedure is launched and/or register for a telephone contact by sending their contact details to: procurement@ecb.europa.eu, mentioning in the subject field: "Interest in External support for onsite missions". The offer for a telephone contact is directed at service providers, in particular SMEs, that are not familiar with the activities of the Single Supervisory Mechanism (SSM) and wish to receive a short introduction to assess, whether they would be capable of providing the services that will be put out to tender. During the call, the details of the tender procedure as such will not be discussed.
