The current IDA land holding in Ringaskiddy Co Cork comprises approximately 164 hectares divided across multiple sites with the greater part of the lands located to the south of the proposed motorway route reservation These lands are strategically positioned to support future industrial and commercial development in the region In addition to the landbank several assets in the area are under IDA ownership including the foul and surface water network which serves both existing developments and undeveloped holdings See Appendix E for mapping information in respect of the IDA Land banks Proposed Development IDA Ireland intends to appoint a consulting engineer to deliver a comprehensive feasibility planning design statutory approvals and construction supervision service for the development of a new primary access junction on the R613 and the installation of full boundary fencing and security measures for the IDA Loughbeg Lands at Barnahealy Raheens East and Ringaskiddy Co Cork The proposed development will consist of A new site access T junction on the R613 serving as the primary access for the overall future development of the IDA Loughbeg Lands The application will be for the access junction only comprising road works site services and utility connections a new gated vehicular entrance from the R613 regional road approximately 30m of internal road spur footpaths lighting signage and associated works The junction design will follow the precedent set by previous permissions Ref 166365 for Biopark and Ref 204299 for access at Raheens Church Road Carrigaline ensuring consistency with established approaches and statutory requirements The project also includes the installation of comprehensive boundary fencing timber post and rail steel field gates and modern security infrastructure CCTV lighting access control to secure the entire perimeter of the IDA lands manage access and comply with best practice for stateowned lands Existing and Proposed Road Network The proposed site access is located on the R613 approximately 350m southwest of the Barnahealy Roundabout which is part of the ongoing M28 Motorway project The section of works from Barnahealy to Ringaskiddy is currently under construction and approximately 150m of the R613 will be upgraded as part of the motorway scheme on the approach to the Barnahealy Roundabout The R613 adjacent to the proposed access junction is a straight section of singlecarriageway local road with an average carriageway width of approximately 7m grass verge footpath and street lighting along the southern side Traffic Flows and Junction Justification Traffic modelling Systra Sept 2024 forecasts future year 2042 traffic flows of 3515 vehicles per day for the R613 at the proposed access location The shiftbased nature of nearby industries and proposed developments typically generates traffic outside standard peak hours minimising impact on the road network Peak hour flows are estimated to be well below the link capacity with the R613 operating significantly below capacity and retaining substantial reserve capacity for future development traffic Based on these forecasts and the likely maximum predicted traffic flows from the development of the IDA Loughbeg zoned lands estimated 1600 trips for 800 parking spaces a standard uncontrolled STOP priority junction is considered the most appropriate solution This junction type is preferable for safe pedestrian and cycle movement given the existing footpath and public lighting along the R613 and is well within the capacity thresholds for the road Boundary Fencing and Security In addition to the junction works the project will deliver full perimeter fencing and security for the IDA lands This will include timber post and rail fencing steel field gates at designated access points and provision for security measures such as CCTV lighting and access control
