INSIGHT is a strategic cooperation between the waste companies Hadeland and Ringerike Avfallsselskap AS (HRA), Horisont Miljøpark IKS (Horisont), Renovasjonsselskapet GLØR IKS (GLØR), Sirkula IKS and Sør-Østerdal Interkommunale Renovasjonsselskap IKS (SØIR). The procurement cooperation is organised in a joint procurement centre that carries out procurements that are covered by the law and regulations on public procurements. The contracting authorities in this competition are renovasjonsselskapet GLØR IKS including a wholly owned subsidiary GLØR Partner AS and Mjøsanlegget Biogass AS. Renovasjonsselskapet GLØR IKS (org.nr 971041692) is an intermunicipal waste company owned by Gausdal, Lillehammer and Øyer municipalities. The municipalities have a total of approx. 40,000 inhabitants. This also includes GLØR Partner AS. Mjøsanlegg Biogass AS (org.nr. 987 916 346) is a treatment facility located in Lillehammer, which turns food waste into wet fertiliser, compost and biogas. There will be an option to extend the framework agreement to the other companies in the INSIGHT cooperation.
