Framework agreement - FUCHS CBRN Post Production Support

Description: Norwegian Defence Materiel Agency Land and Joint (FMA) has entered into a framework agreement with Rheinmetall Land Systems (RLS) for the procurement of FUCHS CBRN Post Production Support. The agreement includes lifetime support of FUCHS search armoured vehicles and includes technical support, engineering support, purchase of original and approved spare parts, overhauling components, project support, regular updating of the laboratory, training as well as obsolescence management. The procurement is for military specific defence material, where RLS is the only supplier who can offer the necessary spare parts, services and technical support connected to the system. Procurement procedure: The procurement was carried out as a direct procurement in accordance with the Regulations on Defence and Security Procurements (FOSA) § 5-3 letter c as well as PPR § 15-1 (4). Reasons for the sole supplier: Rheinmetall has the rights to their system that is installed in FUCH ABC search vehicles and does not use distribution or sales partners. As a result, there are no other suppliers who can deliver the requested services. This, together with the sum of challenges connected to compatible, Equipment and technical difficulties already procured when using or maintaining a new system provide the basis for using FOSA ́s exception procedure, as a competition notice will not be in accordance with the regulations ́ purpose of the most efficient procurements, cf. the Procurement Act § 1.Pursuant to FOSA § 5-3 letter c as well as FOA § 15-1 (4) is the basis for making a direct procurement with rheinmetall. Duration of the contract: The framework agreement has a duration of seven years from when the contract is signed.
