In Spring 2024, Norad transitions to its own ICT platform (Microsoft Azure, delivered by Intility), bringing a greater scope of action to its own development than before. We are and midway through our strategy period, and in the implementation of our digital goal picture, and have many challenges to be solved going forward, where technology is a component. This is particularly done in the areas of communication and efficiency of the management. Norad would therefore like to enter into a framework agreement with a strategic consultancy and development partner for bistandsresultater.no, self-developed digital systems, data and analytical models for a period of 2+1+1 years. The contract shall include competence within, but it is not limited to: • project management and process consulting. •architecture • Design and user experience • development (frontend and backend) • Information management and security. •test and will i.a. cover the administration of bistandsresultater.no and internal tools (e.g. intranet (SharePoint) and various Microsoft Power Apps). In the coming years we will have to work on replacing some of Norad's management applications that are technically outdated and proprietary, as well as expanding the coverage of system support for our core assignments (grant management). A complicating factor is that these systems are also used by foreign parties, and the Foreign Parties' embassies, which are not on the same ICT platform as Norad after spring 2024. Finally, Norad is a knowledge organisation, who in the future wants to use the data we have today (both in structured and unstructured form, then preferably reports) better in management. This means work processes, knowledge generation and evaluation. Assignments will be added during the contract period for both of these two themes.
