Framework agreement, sector specific insight and analysis (transport technology).

The Norwegian Public Roads Administration, Transport and Society, Section Road and Transport Technology (henceforth referred to as the Customer) would like tenders for a framework agreement for sector specific insight and analysis (transport technology). The contracting authority has a complex system ownership (National Core Systems AutoPASS value chain) with many interested parties and there are high requirements for compliance. The contracting authority needs competence within technical, strategic, political and business policy management advice to ensure that the Customer reaches its established targets and future initiatives. The objective of the procurement is to cover the need for consultancy services within sector specific insight and analysis (transport technology) in cases where, due to professional reasons, the Customer needs insight, expertise, sector specific specialist competence and is not able to cover the need through permanent personnel. There will be call-offs for consultancy services on the framework agreement if needed, for example: • Sector specific specialist competence • Sector specific expertise • Professional sector specific replenishment and competence raising.
