Framework agreements for consultancy services for technical development ICT and consultancy broker services for ICT development.

The aim of the procurement is to establish two separate framework agreements that ensure access to ICT consultants and consultancy broker services that can support Bufdir in the execution of his social mission. The procurement shall provide access to competence and deliveries that shall ensure continuity and quality in Bufdir's technological development projects. This concerns the development, adaptation and management of the agency's own trade systems and network systems, and adaptation and integration with standard systems, infrastructures and ecosystems for data exchange and interaction with other entities. The procurement is divided into two sub-contracts, each with a separate set of annexes in the procurement: 1) Technical Development ICT 2) Consultancy broker services for ICT development The two sub-contracts are equal, equal and are independent of each other, and shall individually contribute to covering Bufdir ́s need for technology competence in cases where we do not have this available internally. It is a prerequisite that tenderers who submit tenders for a sub-contract for consultancy broker services are registered publicly certified by the Norwegian Labour Inspection Authority as a manpower company. We would like to enter into separate contracts with one tenderer for each sub-contract and it is a prerequisite that the two lots are awarded to different tenderers. The agreement period is 2 years with an option for 1+1 year extension. The estimated total volume of the agreements is NOK 300 million over 4 years. It is estimated that 60% of the total contract value will accrue to the sub-contract for ICT consultants, whilst 40% will fall into the sub-contract for consultancy broker services. The estimated value is a guideline and is without obligations for the contracting authority. Call-offs on the framework agreements will depend on, among other things, annual budget grants and priorities.
