The purpose of the framework contract is to provide at short notice the contracting authority with highly qualified external expertise to support with objectivity the contracting authority in the proper implementation of EU initiatives and legislation in the area of Energy Efficiency and Renewables. The requested services will include a number of diversified tasks in support to the creation, implementation and review of EU initiatives, programmes and legislation in the field of Energy Efficiency and Renewable Energy, such as: studies, evaluations and impact assessments, technical, legal and economic assistance, data collection, modelling, and support to communication including organisation of events. The Framework contract shall provide high qualified expertise related to Energy Efficiency and/or Renewable Energy, in various sectors such as, but not limited to, Products, Industry, SMEs, Buildings and Transport and covering specific topics, such as, but not limited to: Long-term renovation strategies, building renovation, minimum energy performance requirements, smart buildings, energy performance certificates, one-stop-shops and advice mechanisms, nearly zero-energy buildings, electro-mobility infrastructure, energy poverty, skills support, Heating and cooling, demand response, energy audits and energy management systems, energy efficiency obligation schemes, split incentives, billing and metering, Information and training of customers, Energy performance contracting, cogeneration, bioenergy & biofuels, renewable gases, Renewable energy certification & Guarantees of origin, conversion factors, Financing, Support schemes & auctions, Cooperation mechanisms, Power Purchase Agreements, self consumption, Renewable energy Communities, renewable energy generation, renewable energy markets, permitting, integration of renewable energy, network planning, energy system services, energy system analysis, European Standardisation, review of EU programs and projects
