Full scale tests of the zero ventilation principle.

Several tunnel projects have recently proposed a ventilation principle with zero ventilation, i.e. that the ventilation speed is regulated down to 0 m/s in the tunnel to limit smoke dispersion in the tunnel. The principle is simulated and assessed in several studies, but the conclusions from the articles are sprawling. No physical tests have been seen on the principle on a large scale. The Norwegian Public Roads Administration c/o the Authority and Regulations would therefore like more knowledge about the principle and the consequences this management can have. The assignment comprises a preliminary project as a basis for assessing the ventilation principle in road tunnels, as well as an option for testing the ventilation principle with a full-scale fire trial in the Runehamar Tunnel. Extent: Preliminary project including literature review and proposals for the testing regime: <500 000 NOK Full-scale tests: NOK 3 million. Total extent: NOK 3.5 million Execution time: The preliminary project, including the test plan, must be completed by the end of March 2025. Any fire tests can be carried out in the Runehamar tunnel in May 2025. The delivery of the preliminary project must be adapted to take this into account. The reporting shall be completed by September 2025. The aim of the test project is to gain better knowledge on the zero ventilation principle. Both with a view to regulating possibilities for achieving the desired ventilation speed, and how conditions develop near the fire site at very low ventilation speeds. It may also be relevant to look at higher ventilation speeds for comparison, as well as influence on turning the ventilation direction outwards in the fire process. The Norwegian Public Roads Administration intends to enter into a direct contract with Rise Fire Research AS (Org. no. 982 930 057) after the expiry of this intention notice and at the latest 15. January 2025. Implementation The assignment is planned to be carried out in two phases, with the preliminary project being phase 1. Phase 2 which includes fire tests will be an option and the execution of phase 2 will depend on the results from phase 1. Phase 1 - Preliminary project Includes a literature study of the zero ventilation principle, an assessment of requirements for testing and a general test plan. The preliminary project shall decide on the need for testing, as well as recommend what it takes for testing in order to answer the main questions in the preliminary project. Phase 2 - full scale fire tests in the Runehamar tunnel (option) If the preliminary project concludes that there is a need for further basis to conclude the zero ventilation principle, full-scale fire tests shall be carried out in the Runehamar tunnel. The test results shall be summarised in a separate report. A report shall also be prepared that recommends a ventilation concept based on the tests that are carried out.
