H2.1/2024/009 COPERNICUS SPACE COMPONENT - COPERNICUS MISSION PLANNING SERVICE

The objective of this activity is to ensure the continuation of the current Sentinel-1 and Sentinel-2 Mission Planning (MP) operations and maintenance until 2029. The new Copernicus Mission Planning Service will cover the following activities: - Sentinel-1 Mission Planning Function maintenance - Sentinel-2 Mission Planning Function maintenance - Station Resources Allocation (SRA) maintenance and operations - Routine Mission Planning operations (including Sentinel-1 and Sentinel-2 satellites observation and downlink planning, planning of operational acquisition resources including X-Band services, planning of Sentinel-1 Collaborative Stations, operations of interfaces with Flight Operations Segment (FOS)) - Emergency planning operations in support to the Copernicus Emergency Service and to the International Charter Space and Major Disasters - Set-up, maintenance and operations of an interface point (MPIP) providing access to the MP-related information to authorized entities (e.g., S-3/S-5P/CO2M MP services, FOS, acquisition services, etc.). An optional extension for the duration of 36 months will be included to continue the service for gradually integrating the Mission Planning operations for the Copernicus Expansion Missions (CRISTAL, ROSE-L, LSTM, CIMR, and CHIME) in line with their respective launch dates. The activity will be funded by the EU Multi-annual Financial Framework (MFF) 2021-2027, under the Copernicus component of the EU Space Programme. Consequently, the invitation to tender (ITT) will be open exclusively to economic operators which are established in an EU Member State or in a country participating in the Copernicus component of the EU Space Programme. An economic operator is recognised as established and belonging to an EU Member State or to a Copernicus Participating State in the light of the following criteria: location of the enterprise’s registered office, decision-making centres and research centres, and territory on which the work is to be carried out. Potential Tenderers are asked to note that the United Kingdom became a Copernicus Participating State on 1 January 2024.
