Hire of IT Architect

Norske tog AS intends to enter into agreement with Zington AB for the hire of an IT architect for the maintenance project TAMS. TAMS is the project title for the procurement of a maintenance management system for the management of Norwegian train vehicles, as well as for obtaining maintenance information. In addition to this, the system shall provide operators with an accurate and updated information basis for the operation of the vehicles. The maximum value of the agreement is estimated to NOK 4.6 million excluding VAT for the entire contract period, but may be lower. The contract period is 1 year, with an option for an extension for 1+1 year. Norwegian trains have twice previously tried to hold competitions in the area, but there has never been more than one tenderer who has participated in the procurement. In addition, our insight into the market situation shows that there is only one consultant, employed by Zington AB who can provide the service. On this basis Norwegian trains deem that the terms for procurement without competition cf. FOR § 9-3 letter b point 2 are fulfilled.
