Intention notice - Extension of contract "Regional monitoring of submitters"

The Norwegian Environment Agency intends to extend the contract period for regional monitoring of objections for one year on the same contract terms. The background is that the contracting authority is evaluating programmes for environmental monitoring. The ongoing evaluation will not be completed in time to announce this contract with updated content based on the evaluation. A new version of the monitoring programme is being developed and it will be inappropriate to implement the competition based on the same requirements as the current contract for a one year contract period. It will also be inappropriate to announce a contract for a longer duration than one year. Our assessment is very likely that the current supplier would have been the winner of any tender contest for a one year contract. The implementation of the contract requires investments in equipment and training, and only for one year the extent of investments and training is so great that it is not of interest to others than the current supplier. The estimated total value of the contract when an open tender contest was held in 2022 was NOK 60,000,000 excluding VAT. The total provision of the contract is approx. NOK 31,000,000. The estimated value of the extension in 2025 is NOK 13,000,000. This is an intention notice in accordance with the Public Procurement Regulations § 21-5 and § 25-3 with a 10 day deadline calculated from the day after this notice has been published. The contracting authority will not enter into a contract until 11 days after publication at the earliest.
